For large tires or tires with a significant amount of radial run out the beads can lessen the amount of physical.
Stick on weights are even worse due to the fact that they have to be placed on the inside flat surface of the wheel which is even farther away from the tread.

As far as weights if you go static balance then the weights will be in the inside of the rim and they ll use tape weights on the outside right behind the face of the wheel.
